I have been brainstorming for a new campaign idea for my group-- all of whom are pretty jaded-- that will take them from a different direction, and send them in a new direction. So here is the first seed of the idea:
Sometime shortly after the outbreak, many members of the peerage and Royal Family were evactuated onto Royal Navy ships. These ships were kept off the coast, in a "wagon train" sort of formation. As more merchant ships arrived to discover the world turned upside down, they joined these Royal Navy ships. Over time, rather than return the entire fleet of ships to London or Scapa Flo, they decided to make it an permanent base. The official name was "Royal Navy Base North Sea" but the locals called it "Atlantis". The name stuck, and was made official, with members of Parliament and even a Baronet in residence.
Eventually, it grew into a sizable city-on-the-sea, about 10 miles off the coast of Scapa Flo. With new Tesla tech, the city was generating its own power, growing food from kelp, harvesting the ocean for food and resources. The Death Laws were much stricter, with the sick and dying quarantined, and all those dying being attended by Mourners.
Mourners on Atlantis hold great power, and being a Mourner is the highest calling. Mourners on Atlantis are the best trained in the Empire. The Lord Mayor of Atlantis, Baron Ousely, is a Mourner.
To get to the point, my group is being sent to Atlantis to discover why all communication with the city has ceased. The worse is feared, as Atlantis had a permanent population of over 50,000, and a transient population of nearly the same amount.
I want them to arrive thinking its going to be a Zombie fight, when in fact its even weirder.
A Large ship, accompanied by several submarines, is generating a magentic field around Atlantis, blocking all communication. They have already siezed several vessels in the past 24 hours which were enroute to Altantis. The nature of this field is unkown.
Perhaps the antagonist is Prussia, with a plot to sieze the city and annex it. (FROM PRUSSIA WITH LOVE)
